[Question] AnyConnect client fails to get configuration from AnyConnect client process

A problem has emerged where some users are not able to connect to any of our ASAs with the stand-alone AnyConnect client regardless of the profile being used. Two of these ASAs are the following:

  • Hardware: ASA5520, 2048 MB RAM, CPU Pentium 4 Celeron 2000 MHz

  • Software:

    • Cisco Adaptive Security Appliance Software Version 9.1(7)23

    • Device Manager Version 7.9(1)

  • Hardware: ASA5585-SSP-40, 12288 MB RAM, CPU Xeon 5500 series 2133 MHz, 2 CPUs (16 cores)

  • Software:

    • Cisco Adaptive Security Appliance Software Version 9.4(4)16

My workstation is a Windows 10 machine version 1709 build 16299.309 with AnyConnect client version 3.1.12020.

Upon connecting the client will sit and wait for quite some time after entering the password (correctly) whilst showing 'Establishing VPN session', which then fails with the error message 'Failed to get configuration from AnyConnect client process. Contact your system administrator.' It will then try this connection again automatically and fail with the previous error message after which I am then able to re-choose a profile.

Restarting the workstation, uninstalling the client, removing all configurations, installing the client has not worked. Attempting an automatic install and configuration via a web portal does not work either: 'Failed to install AnyConnect Secure Mobility Client 3.1.12020 because the AnyConnect client service is not responding. A VPN connection cannot be established.'

The interesting bit is that while connecting and observing the ASA from the CLI via 'debug webvpn 255' it will say the following right when the previous dialog window with the error message (in bold) appears:

and checking 'show vpn-sessiondb detail anyconnect filter name' with my user name it says the following, note the missing assigned IP, missing SSL/DTLS tunnels, and the fact that it thinks I am connected (Duration field):

We've made no changes to our ASAs and the fact that AnyConnect works for some, but not all users with varying levels of Windows Updates, leads me to pose this question here. As a final note, here are the patch levels for a small subset of users:

EDIT: I tried rolling back (via uninstall) my 2018-03 Cumulative Update (KB4088776), but it had no effect on AnyConnect's functionality.
